The Soldiers' Aid Commission was established by the Province of Ontario through Order-in-Council in 1915 to provide emergency financial assistance to Ontario veterans and/or dependents of the First World War. The County of Elgin administered one of these local boards.

Photographs of the laying of wreaths at the Decoration Day Service at South Park Cemetery, St. Thomas. Caption from St. Thomas Times-Journal for 2_2479: "Australians Honored at Service Here: Matthew Kennedy Places Wreath on Cenotaph: Rain forced curtailment of the service at South Park Cemetery Sunday afternoon when the graves of Canadian and Commonwealth servicemen were decorated in accordance with the annual practice of Branch 41 of the Canadian Legion, St. Thomas. Nevertheless, flowers were placed on all the graves in the Soldiers' Plot and wreaths were placed on behalf of the Legion, the Ladies' Auxiliary of the Legion, the Women of the Silver Cross and a special wreath on behalf of the Returned Soldiers' and Sailors' Imperial League of Australia. The latter wreath was placed in honor of three Australian airmen who died while in training at district air schools. Their bodies lie alongside those of a member of the Royal New Zealand Air Force and of an R.C.A.F. veteran who died while in service here. Air Commodore Reginald Collis, president of Branch 41, and Matthew Kennedy, Melbourne, Australia, acting as a representative of the Australian veterans' organization, placed this wreath. Mr. Kennedy is here on a visit with his sister, Mrs. James McLachlan, Port Stanley Highway. The heavy rain came when the parade of Legionnaries, about 75 strong and led by the Branch 41 brass and bugle bands, was about midway from the city limits to the cemetery. It continued falling throughout the service, which was conducted by Rev. Charles H. James, rector of St. John's Church. Mr. Hames led in prayer and delivered the benediction, but omitted his address. Last Post and Reveille were sounded by Bandmaster Jack Andrews while the flag was lowered and raised by Rupert Herbert. Other wreaths were placed on behalf of the Ladies' Auxiliary by Mrs. Charlotte Gilbert and Mrs. Minnie McCaffer; on behalf of the Women of the Silver Cross by Mrs. Clara Kitchenham and Mrs. Annie Russling; and on behalf of Branch 41 by D. Charles Raven and Walter Carpen. The committee in charge was composed of George H. Stewart and Goldie Carrothers."
