Stephen J. (Steve) Peters was born in St. Thomas, Ontario on January 19, 1963. He earned a B.A., History from the University of Western Ontario in 1985. He served as Alderman (1988-1991) and Mayor (1991-1999) of the City of St. Thomas. In the 1999 Ontario provincial election, Peters ran as a member of the Liberal Party of Ontario and was elected as MPP, Elgin-Middlesex-London. He served in that capacity from June 3, 1999-September 7, 2011. During his tenure as MPP, Peters also served as Ontario Minister of Agriculture, Food and Rural Affairs, October 23, 2003-June 29, 2005; as Ontario Minister of Labour, June 29, 2005-October 30, 2007; and as Speaker of the Legislative Assembly of Ontario, November 28, 2007-November 21, 2011. After leaving public service, Peters was appointed Executive Director of the Cambridge, Ontario-based Alliance of Ontario Food Processors on May 2, 2012.
The records comprising the fonds were maintained in Mr. Peters' office at Queen's Park, Toronto, at his St. Thomas, Ontario constituency office, and at his St. Thomas, Ontario residence. Records were donated to the Elgin County Archives in April, 2010, with accruals donated in October, 2012.
An accrual was accepted on April 17, 2018 and was amalgamated into the collection. These records were maintained at the donor's residence in St. Thomas, Ontario.

Also includes personal research papers regarding the Talbot Estate.
Susan McConnell was born in Toronto in 1955. Her family later lived in Halifax. Having had a substantial journalism career, she became a parliamentary assistant the Elgin-Middlesex-London MP Gar Knutson and legislative assistant to Elgin-Middlesex-London MPP Steve Peters.
In August 2018, Susan McConnell joined Junior Achievement London and District, as Director of Communications and Regional Development. She currently lives in Port Stanley.
