According to http://www.canadiansoldiers.com/ranks/staffsergeant.htm, these insignia were used in the Canadian Army from 1900 to May, 1915.
The name "Bloye" is written on the storage envelope. The only person with the surname Bloye in Library and Archives Canada's database of First World War soldiers's attestation papers and service files is Frederick Arthur Bloye, 320851, enlisted at Toronto, Ontario, January 27, 1916: http://www.bac-lac.gc.ca/eng/discover/military-heritage/first-world-war/first-world-war-1914-1918-cef/Pages/item.aspx?IdNumber=49539.
