Elgin County Court House, St. Thomas, ca. 1899, showing the reconstructed building following the fire of July 1, 1898. View is looking east along Wellington Street from William Street. View includes an electrified St. Thomas Street Railway car travelling on the system's "Belt Line". The flag pole mounted on top of the dome shown in this photo was removed ca. 1960 and relocated to the ground in front of the Court House. Note the absence of the cannons that now sit in front of the Court House - they were put in place in 1902. The St. Thomas Street Railway was electrified on June 1, 1898 - previously its cars were horse-drawn. File includes:

Exterior view of the front entrance to the Elgin County Court House, decorated with flags and ribbons. The Elgin County Court House on Wellington and Stanley Streets was constructed 1853-1854 and opened in 1854. It was partially destroyed by fire on July 1, 1898. Under the supervision of architect Neil Darrach the building was rebuilt and enlarged, reopening in December 1899. The cannons were added to the lawn in 1902. It still operates as a Court House. Note the date 1853 above the central window. Decorations may mark the 60th anniversary of Canadian Confederation in 1927: other prominent civic buildings in St. Thomas such as the post office were similarly decorated in 1927.

Caption from St. Thomas Times-Journal: "Junior Farmers Are Guests of Elgin County Councillors: Fifteen potential municipal councillors and officials of Elgin County, representing a cross-section of wide-awake youth, were guests of the Elgin County Councillors, Wednesday, spending the entire day at the courthouse and as dinner guests at the Grand Central Hotel. They were greatly interested in the various departments of county administrative work, particularly in the registry office and in looking at the old surveys and deeds. Photographs of lawyers, judges, police officers, and jurors in the murder trial of Joseph Vernon Welch of Aylmer, held at the Elgin County Court House in St. Thomas. Caption from St. Thomas Times-Journal, March 6, 1948, page one: "Sentence Welch Tuesday: Manslaughter Verdict in Case of Man Accused of Murdering Wife at Aylmer: Prisoner Hears Verdict With Unchanged Counterance, and Also Remains Unruffled as Judge Annouces Sentence to Be Passed Tuesday Morning After Listening to Representations by Counsel; Verdict Means Accused Negligent in Leaving Poison Around His Home." 1_1446: "They Found Aylmer Man Did Not Commit Murder: The "twelve good men and true," who late Friday afternoon, after about two and a half hours' deliberation, found Joseph Vernon Welch guilty of manslaughter in the death of his wife, Florence, at Aylmer on August 21 last. From the time they were sworn in Tuesday morning until they gave their cerdict at 5:40 p.m. Friday the dozen jurymen, besides hearing the evidence, ate, slept and walked together. Here they are seen, accompanied by two constables, out for a bit of exercise, parading on Gladstone avenue the alt day of the trial. The jurors were: Coville Lanning, Yarmouth; Ronald McNeil, South Dorchester; Harold Thomson, West Lorne; Jack D. Ballantyne, St. Thomas; Allen Schweitzer, Aldborough; R. F. McNea, St. Thomas; Clifton Ryckman, Yarmouth; Gordon Axford, Yarmouth; Charles A. Moore, South Dorchester; John Flum, Rodney; Hugh Broadfoot, St. Thomas; Edward Ball, Yarmouth." Captions from St. Thomas Times-Journal, March 6, 1948, page eleven: "Figures in Welch Murder Trial Here." 1_1439: "Judge and Deputy Sheriff - Mr. Justice R. W. Treleaven, who presided over the trial here this week of Joseph Vernon Welch, charged with the strychnine murder of his wife Florence at Aylmer Aug. 21 last, is seen here talking with the deputy sheriff, Colonel Douglas E. Gerrard, during a court recess." 1_1440: "Walter M. Martin, K.C., of Toronto, was Crown prosecutor in the Welch case, as he was in the Rowe murder case here a few months ago. He is the son of the chief justice of Saskatchewan, Hon. W. M. martin, former premier of the province." 1_1442: "Counsel For Defence - George A. McNabb, youthful St. Thomas lawyer, took the case for Welch at the request of the Crown. He was complimented by both Mr. Justice Treleaven and Crown Prosecutor Martin on the manner in which he conducted his client's case." 1_1443: "The Men Who Put The Case Together - Harold Henderson, Aylmer's Chief of Police, and Sergeant Ben Milligan, of the Provincial Police, are seen conversing together during the trial. These two officers were responsible for securing the Crown's evidence in the case. Sgt. Milligan, former head of the Elgin detachment, is now head of the Cornwall detachment."

Black and white photograph used in St. Thomas Times-Journal article published February 16, 1957 with caption: "A Flag For the Courtroom - A large silk Union Jack, 6 by 9 feet, together with a standard, was presented to the Elgin County Court on Monday morning by the Municipal Chapter, I.O.D.E., and was dedicated by Rev. H.S. Rodney, of Knox Presbyterian Church. The ceremony took place just prior to the opening of a citizenship court in which 90 persons took the oath of allegiance and received their certificates of citizenship. The presentation was made by Mrs. Robert Lark, regent of the Municipal Chapter, standing in centre foreground, to the clerk of the court, Ian D. Cameron, on bended knee, who then placed it in its standard to one side of the courtroom. It was brought into the room by the Municipal Chapter standard bearer, Mrs. Keith M. McGregor, standing at right. Rev. Rodney is seen in the foreground, left. Standing at the bench at the rear is Judge J.F. McMillan, right, and John Mackenzie, deputy clerk of the court. Subsequently, Judge McMillan spoke to the court on the significance of the flag as a symbol of national unity."

Black and white photograph used in St. Thomas Times-Journal article published June 24, 1975 with caption: "Lunch at the County Court House - Forty-one male and female members of De Cycles, a bicycling club from Hartford City, Indiana, had lunch on the grounds of the Elgin County Court House when cycling Monday from Simcoe to Ridgetown. The cyclists are on an 18-day cycle tour which took them from Indiana to Niagara Falls. While on tour, the cyclists, all dressed in white and red, with red flags flying from their bicycles, are accompanied by two vans, one equipped with a kitchen, and the other carrying sleeping bags and equipment. A member of the group notes that the cyclists generally stay in churches, or other municipal accommodations while on tour."
