Although the exact origins are unclear, the Agricultural Development Programme was likely a depression-era provincial initiative of the Ministry of Agriculture to encourage the development of scientific agriculture. While this particular record is specific to Elgin County, the forms and methods used to record results indicate that the programme was in existence in other counties as well.
Initially part of Elgin County Library's "Government Publications" collection stored on the 4th floor of the Elgin County Administration Building.
